Federal Motor Safety Standard No. 119. Tires shall be of the continuous duty type. Tire capacity may be rated in accordance with the Service Load and Inflation Table, Load Limits at Various Speeds in Section 2 of the Tire and Rim Association Incorporated Year Book, at
30 miles per hour.

Tire flaps shall be provided for tube-type tires in accordance with The Tire and Rim Association recommendations. Valves shall be accessible for service from the roadside or curbside of the vehicle.
3.4.8.3 Spare wheel and carrier assembly. Spare wheel or rim and carrier shall be furnished and installed in a readily accessible location on the vehicle. Means shall be provided to secure spare wheel assembly to the carrier to prevent theft of the spare wheel and tire in transit. Cable or chain with nylon or canvas sleeve and a padlock shall be provided.
3.4.8.3.1 Spare tire. An inflated spare tire mounted on the spare wheel or rim shall be furnished. The spare tire shall be of the same size, tread pattern and ply rating furnished on the vehicle.
3.4.9 Brakes. Brakes shall conform to the Federal Motor Carrier Safety Regulations 393.40 through 393.51, as specified herein. The brake system shall be capable of withstanding salt air and sea mist. Brakes shall be of a size recommended by the brake and axle manufacturer. Certify that the brake system is matched and rated for use in conjunction with interfacing components.
3.4.9.1 Service brakes. Vehicle shall be equipped with full air brakes. The anti-lock system depicted in Federal Motor Vehicle Safety Standard No. 121 shall not be furnished. The braking system, complete with all necessary components, shall include at least the following:
a. Air compressor, unloader-head type, engine driven and engine lubricated, air or water cooled, and having a capacity of not less than 12 cubic feet per minute (cfm) at 1250 rpm. Air hoses shall conform to SAE J1402. Manufacturer shall not use any exterior wire braid on air hoses that will be in contact with electrical components. Hoses shall be harnessed.
b. Air storage reservoir(s); each tank equipped with safety and check valves between compressor and last reservoir tank. Each tank equipped with drain valves.
c. Foot control, suspended or treadle type.
d. Limiting valve for front brakes, combined with quick release valve. e. Quick release valve for rear-brakes.
